  1. Heat honey (or water and sugar) on med high heat until it comes to a boil; reduce heat and simmer for 4 minutes.
  2. Whip egg whites and cream of tartar to stiff peaks, then slowly add honey or sugar mixture while continuing to beat until glossy stiff peaks form.
